The purpose of this meeting is to reflect upon the ethical and philosophical bases of regulations related to biomedical research in health, healthcare delivery and professional conduct and, in this way, to promote health regulations that are appropriate for the social context of Latin Americaand the Caribbean.
The conference is intended for: Members of regulatory agencies, representatives of health ministers, professional associations, commissions of science and technology, as well as legislators, and researchers, administrators and planners of healthcare services.  The conference papers and the contributions of experts in the ethical and philosophical bases of healthcare regulations will be published.

In addition, the Joint Centre for Bioethics at the University of Toronto, in conjunction with the Bioethics Program/PAHO-WHO, is organizing a conference of the WHO Collaborating Centers in Bioethics April 25 and 26th in the same location, the Hotel Intercontinental, for exchange of work done by each center and proposals for future joint plans.   The participants will include Directors of various WHO Collaborating Centers in Bioethics, from Australian National University, the Joint Centre for Bioethics at the University of Toronto, the Center for Interdisciplinary Studies in Bioethics (CIEB), representatives from WHO in Geneva, and the University of Miami.Â
